Alexander Bokovoy 2c98105cf2 tests_webui: flip leading and trailing space password test 
With commit 809d9cb80f we now allow
leading and trailing space in passwords. Fix Web UI tests to follow this
change.

Serhii Tsymbaliuk 123c93f92c WebUI: Make 'Unlock' option is available only on locked user page 
The implementation includes checking password policy for selected user.
'Unlock' option is available only in case user reached a limit of login failures.

Serhii Tsymbaliuk bf1875a0e7 Web UI tests: Get rid of *_cert_path and *_csr_path config variables 
Web UI tests now don't require additional configuration to test certificates.
Self-signed certificates and CSR are generated on fly.
Next variables from ~/.ipa/ui_test.conf for now are deprecated:
- arbitrary_cert_path
- service_csr_path
- user_csr_path

Michal Reznik e140d198ea ui_tests: stabilization fixes 
This patch aims to fix the following tests which seems to be quite
unstable recently:

test_user::test_actions - closing notification and moving to element
to have screenshot of current place.

test_user::certificates - add wait() / close_notification

Also adds missing @screenshot decorator to test_user_misc method.

Milan Kubik 0a64e9bd70 Applied tier0 and tier1 marks on unit tests and xmlrpc tests 
Web UI tests were marked as tier1 tests.

The tier system is intended to be used together with CI system
to make sure the more complicated tests are being run only
when all of the basic functionality is working.

The system is using pytest's marker system. E.g. an invocation of
all tier1 tests with listing will look like:

    $ py.test -v -m tier1 ipatests

or in case of out of tree tests:

    $ ipa-run-tests -m tier1

Petr Vobornik 3eaa69a686 webui: change navigation from RCUE to PatternFly 
Mainly html and css changes.

Second level menus are absolutely positioned and so they don't adjust container
size making other elements to overlap.
