logging: do not log into the root logger
Deprecate `ipa_log_manager.root_logger` and replace all calls to it with
module-level logger calls.

wsgi plugins: mod_wsgi expects bytes as an output
python3-mod_wsgi expects that the application() method returns
bytes otherwise it breaks.

Modernize 'except' clauses
The 'as' syntax works from Python 2 on, and Python 3 will
drop the "comma" syntax.
