Modernize 'except' clauses
The 'as' syntax works from Python 2 on, and Python 3 will
drop the "comma" syntax.

pytest's support for Nose-style test generators is not bulletproof;
use a real function to please it.

Make an ipa-tests package
Rename the 'tests' directory to 'ipa-tests', and create an ipa-tests RPM
containing the test suite
