Subject: [PATCH] v28.3.0-1

- Update Gitea to 28.3.0 (binaries and rootless container image)
- app.ini: add [git.config] section with new maintenance.strategy hint;
  note that workflows can shorten ARTIFACT_RETENTION_DAYS
