- Update Gitea to 28.2.0 (binaries and rootless container image)
- Bump gitea-db PostgreSQL image to 18.6-trixie
- app.ini: replace removed "external" webhook host preset hint with
  [security] EGRESS_MODE / ALLOWED_HOST_LIST reference (Gitea 28 change)
